MOBILE MONEY AND SOCIAL MEDIA TAXES IN UGANDA

Uganda has gone ahead and rolled out a controversial daily levy on citizens for using social media platforms like WhatsApp, Facebook, Twitter and Skype, enraging many of its online citizens. The major telecom companies, MTN, Airtel and Africell, set up special mobile money menus for users to pay the tax or be denied access to a list of 58 websites, apps and voice calling platforms. While Uganda’s government has blocked internet access in the past, most notably in the run-up to the February 2016 elections, it had never officially implemented targeted website or app blocking on scale. As it turns out, it was actually pretty straightforward for a network operator to set up such a tax collection and enforcement operation, according to local telecom engineers who spoke to Quartz on condition of annonymity. BIOGRAPHY OF MUGOYA DIHFAHSIH Family Background He is a Ugandan by birth and a Mugishu by tribe, Born on Monday 15th October 1990 to the late Namakola Simon who died in June 2000 and Gamisya Mariam in Bumuddu B village, Buwalasi Sub-county Sironko district found in Eastern Uganda. After two months on 26th December 1990,he was baptized at Saint John Church found in Bumuddu B, his father gave him the name Akhab in attribution to his(dihfahsih) paternal grand-father(Akhab Wagima) who was at that time a police man who died in 2012 at age of 92 and his mother also gave him a name Difas in as a remembrance of dihfahsih's maternal grandfather(Difas Wambedde) who had just passed away the previous year(1989). THE LEVEL OF ICT IN UGANDA The Government of Uganda recognises ICT as key Pillar for implementation of the long term national development programmes. This was recognised from as far back as 2003 when the first ICT Policy Framework was written under the then Ministry of Works, Transport and Communication, where it was noted that the harnessing of ICT would lead to a “knowledge-based economy” and hence a knowledge-based society. This was further affirmed by the decision to create a fully-fledged ministry to cater for the country’s ICT needs.According to the NDP II, the Government has committed itself to increase job creation through ICT research and development as well as increase the stock of ICT skilled and industry ready workforce.
